BACKGROUND
Law 7/2021, of May 20, on climate change and energy transition -which responds to the commitments of the European Union- requires the reduction of greenhouse gas emissions. Municipalities with more than 50,000 inhabitants, as in the case of Tarragona, must adopt an Urban and Sustainable Mobility Plan with measures to reduce emissions, including the establishment of low-emission zones.
WHAT DO WE MEAN BY ZBE?
A low emission zone (LEZ) is an area in which restrictions are applied to vehicles based on how much they pollute with the aim of improving air quality to comply with current regulations.
WHAT DO WE ACHIEVE WITH THE ZBE?
- Improve air quality and public health: Reduce emissions of air pollutants and noise generated by vehicles to meet the recommendations of the World Health Organization (WHO) and comply with the limits established by current regulations.
- Contribute to the fight against climate change: Reduce greenhouse gas emissions, in accordance with the objectives set by the National Integrated Energy and Climate Plan (PNIEC).
- Encourage a shift towards more sustainable mobility: promote walking, cycling and public transport, setting quantifiable targets and encouraging the recovery of public space for people.
- Promote energy efficiency in transportation: Promote a more efficient use of vehicles and move towards their electrification, with measurable and demonstrable results.
HOW DOES IT AFFECT ME?
Not all vehicles pollute equally. For this reason, the Dirección General de Tráfico (DGT) has created an environmental classification to identify the most environmentally friendly vehicles.
There are five categories, ordered from least to most polluting:
- Zero emissions: 100% electric vehicles, plug-in hybrids with more than 40 km of autonomy or fuel cell vehicles. They are the cleanest and most efficient.
- ECO: Plug-in hybrid vehicles with a range of less than 40 km, non-plug-in hybrids or gas (CNG, LNG or LPG). They have very low emissions.
- C: Gasoline passenger cars and light vans registered from January 2006 or diesel from September 2015. They comply with the most recent European regulations.
- B: Gasoline cars and light vans registered since January 2001 or diesel cars and light vans registered since 2006. They pollute more than the previous ones, but less than those without label.
- Without label: Older and polluting vehicles. They cannot circulate in the Low Emission Zone, unless they have one of the authorizations provided for.
